Python implementation of Intel HEX file format allows you read, modify, write hex files and convert them to binary form.

Currently IntelHex project has 2 release series:

0.9 — new API series: branch under development. Main development goals: convinient API and better performance.
0.8 — old API series: stable branch, maintained for backward compatibility, but no new features will be implemented, only bugfixes.
